No, it's not really getting this bad.
My take on this is it's the store's way of poking fun at idiots ... idiots who will NEVER think the rules apply to them. Because, it's not that they think people can't actually count ... I think they put it there to make people smile at the asshats who INSIST they are better than you and can do as they damn well please. They'll always be there. It's more fun to laugh at them than shake your head at the asshattery.
Then I shall laugh also
