Please vote NO on cloture on Senate bill 1348.
The amnesty provisions of S. 1348 alone would triple the workload of the corrupt, mismanaged, and already-overwhelmed U.S. Citizenship and Immigration Services. History has made it clear that USCIS is not capable of handling mass legalization programs. The INS had a backlog of 12,000 cases prior to the 245(i) amnesty in 1994. By 2003, the backlog had grown to six million.
The pressure to process millions of amnestied illegal aliens led the INS to take shortcuts that led to widespread fraud, abuse and national security breaches. For example, Mahmud Abouhalima, convicted in the 1993 World Trade Center bombing case, and Fares Khallafalla, convicted of attempting to blow up several other New York City landmarks in 1993, were both granted green cards despite the false information they provided on their applications.
More recently, USCIS unkowingly employed an Iraqi foreign intelligence agent who approved 180 asylum applications before he walked off the job during an assignment to the Defense Department in Baghdad. USCIS has no ability to go back and review the 180 cases to see who he let into the country. This case, and that of Robert Schofield, who took more than \$8.1 million in bribes in exchange for green cards and citizenship, are products of a system that is geared towards "customer service" (i.e., processing as many applications as possible) and disregarding national security interests.
I hope you will consider the danger of tripling the USCIS' workload and vote "no" on S. 1348.
