I read this years ago. A couple of helpful "professors" as I recall. My memory is the theory went "overload the country's ability to pay/manage its affairs so chaos will result and out of chaos comes communism" -- or something.
However, my memory also tells me that chaos leads to anarchy and then some hero will step up to take control (the masses will approve) and then he will necessarily become a tyrant in order to keep control over the populace. Soooo, yeah, it always works.
